Russia's air campaign in Ukraine has relied on four main missile systems: the Iskander and Kinzhal (ballistic), and the Kalibr and Kh-101 (cruise missiles). Understanding the difference between these weapon types is essential for following military analysis of the conflict, interpreting damage assessments, and grasping Ukraine's air defence challenges.
The distinction is fundamental. Ballistic missiles follow a curved, arcing path—they are launched at an angle, rise toward space, then fall steeply onto their target like an artillery shell. Cruise missiles, by contrast, travel horizontally at low or medium altitude, guided continuously toward their destination like unmanned aircraft. Each type has distinct advantages, vulnerabilities, and tactical roles in the Ukraine war.
The Iskander system is a ground-based ballistic missile launcher that Russia has operated for decades and deployed extensively during the Ukraine campaign. It is mobile—mounted on a truck—which makes it harder to locate and destroy before launch. The system is known for relatively short preparation time and can be repositioned quickly. Iskanders are typically used against fixed targets like military installations, logistics hubs, and infrastructure within Ukraine, often launched from Russian territory or occupied areas.
The Kinzhal is an air-launched ballistic missile, delivered by Russian fighter jets flying at altitude. The Kh-101 is an air-launched cruise missile, delivered by Russian strategic bombers flying at high altitude over Russia or Belarus. Like the Kalibr, it is subsonic and uses terrain masking and low-level flight to complicate interception. The Kh-101 typically targets infrastructure—power plants, heating facilities, water systems—and has been central to Russia's strategy of degrading Ukraine's civilian infrastructure, particularly during winter months. Both cruise missiles can navigate around known air defences by choosing their flight path.
The key advantage of cruise missiles is flexibility and evasion. They can be guided around obstacles, loiter in holding patterns, and adjust course during flight. However, they are slower than ballistic missiles, which gives air defences more time to detect, track, and engage them. They are also vulnerable during their entire flight path, unlike ballistic missiles which spend much of their journey at altitude beyond current air defence reach.
Russia's use of these four systems reveals different tactical objectives. Throughout 2023 and into 2024, both missile types have continued to be used, with Russia experiencing attrition in some systems while maintaining production and supply of others. The persistence of these strikes, despite Ukrainian air defence improvements, underscores that Russia retains substantial stocks and continues to prioritise this mode of warfare.
Ukraine's defence against these missiles is multi-layered. Long-range air defence systems can engage cruise missiles and ballistic missiles at different phases of flight. Kalibr strikes come from the sea or from ground launchers, are sometimes claimed by Ukrainian naval forces, and often target nationwide infrastructure. Kh-101 strikes follow high-altitude bomber flights detected by radar, and similarly target infrastructure.
Damage assessment is key to understanding impact. A single cruise missile might destroy a power plant or damage an apartment block. Multiple salvos can cripple a city's heating system or electrical grid. Ballistic missile strikes on military positions are often reported by military analysts rather than seen directly by civilian observers. The cumulative effect—hundreds of missiles fired over months—is what gives these weapons their strategic significance in the war.
To understand Ukraine's situation and Russia's strategy, remember this simple distinction: ballistic missiles are the fast hammer—hard to stop but follow a predictable path. Cruise missiles are the relentless saw—slower and steerable, but they wear down defences and infrastructure over time. Russia uses both because each serves a purpose. Ukraine defends against both because neither is obsolete.
